FBI official calls for secure, alternate Internet (AP)

BALTIMORE ? The computer networks that control power plants and financial systems will never be secure enough, so government and corporate leaders should consider developing a new, highly secure alternative Internet, a top FBI official said Thursday.

Shawn Henry, the FBI's executive assistant director, said critical systems are under increasing threat from terror groups looking to buy or lease the computer skills and malware needed to launch a cyber attack.

In an AP interview Thursday, Henry said jihadist militants looking to harm the U.S. can tap organized crime groups who are willing to sell their services and abilities to attack computer systems. He would not say which terror group or whether any insurgent networks have actually been able to acquire the high-tech capabilities.

But he said one way to protect critical utility and financial systems would be to set up a separate, highly secure Internet.

Henry sketched out the Internet idea to a crowd at a conference of the International Systems Security Association, saying that cyberthreats will always continue to evolve and outpace efforts to defend networks against them.

"We can't tech our way out of the cyberthreat," Henry said. "The challenge with the Internet is you don't know who's launching the attack." A key step, he said, would be to develop networks where anonymity is not an option and only known and trusted employees have access.

The vulnerabilities of critical systems such as power plants, the electric grid or Wall Street were a prime topic during the conference, reflecting growing concerns by U.S. officials.

Government security officials say cyber attackers are using the Internet to steal money, ferret out classified secrets and technology and disturb or destroy important infrastructure, from the electrical grid and telecommunications networks to nuclear power plants and transportation systems.

And while Henry described a system for the future, the head of the Pentagon's Cyber Command warned that the attacks against critical systems are increasingly carrying destructive viruses or malware.

Gen. Keith Alexander, who also is director of the National Security Agency, said the Pentagon and intelligence agencies must do more to protect their computer systems and coordinate with private companies to safeguard public networks.

And when a computer network is infected, someone should be able to disconnect it, he said.

"Is it the FBI? Is it the NSA? Is it the military or is it the ISPs ? the Internet service providers? But somebody can turn that device off," Alexander said during a conference of the International Systems Security Association.

Alexander added that the Defense Department is finalizing policies that will determine what the military can do in the event of a cyber attack.

The Defense Department has set up a trial program to share cyberthreat data with some large military contractors in order to prevent intrusions. The Homeland Security Department is looking at that model to protect power plants, financial networks or other key systems.

Alexander said that effort may need government action but that Homeland Security must lead it, with reviews to ensure the protections of civil liberties and privacy.

He said it's no longer good enough to try to monitor all networks at the Pentagon or across the government and then block the intrusions as they are detected. Cybersecurity experts note that it can sometimes take months to detect that someone has gotten in.

Instead, Alexander said the Defense Department is planning a drastic reduction in the number of routes into the network, so they can be better monitored and intrusions can be blocked in real time.

He also said defense and intelligence agencies will move to cloud computing, which would use highly secure, encrypted banks of remote computers to store data ? much like people store photos or email in popular online programs.

Doing that, said Alexander, will allow officials to better see and block any threats trying to get into government systems. He also noted that commanders used cloud computing in Iraq, which allowed the military in intelligence officials to more quickly share and disseminate information to troops on the front lines who needed it.

In related action Thursday, the DHS announced that a former executive at the North American Electric Reliability Corp., or NERC, has been named the new deputy undersecretary for cybersecurity.

Mark Weatherford was the vice president and chief security officer at NERC and before that was the chief information security officer for the state of California. He is a former naval cryptologic officer.

Anti-Wall St. movement grows to dozens of cities

(AP) ? Protesters in at least four U.S. cities who were part of a growing anti-Wall Street sentiment were arrested after refusing to obey police orders to leave public areas, including 175 people in Chicago, where the arrests brought about a new phase of civil disobedience, organizers there said Sunday.

The arrests were mostly peaceful and came as somewhat of a contrast to earlier demonstrations, where protesters took care to follow laws in order to continue protesting Wall Street's role in the financial crisis and other grievances. The arrests came after a day of protests in cities around the world where thousands gathered to rally against what they see as corporate greed.

Most of those marches Saturday were largely nonconfrontational, though dozens were arrested in New York and elsewhere not for refusing to obey orders but when police moved to contain overflowing crowds or keep them off private property. Two officers in New York were injured and had to be hospitalized.

At least one protest overseas grew violent. In Rome, rioters hijacked what had been a peaceful gathering and smashed windows, tore up sidewalks and torched vehicles. Repair costs were estimated at $1.4 million, the mayor said Sunday.

In addition to the arrests in Chicago, 46 people in Phoenix were arrested for misdemeanor criminal trespass after refusing to leave a park, Phoenix police spokesman Sgt. Trent Crump said. And police said some protesters were arrested after they remained in a Tucson, Ariz., park past the 10:30 p.m. closing time. An exact number wasn't available Sunday.

At least two dozen people were arrested at a rally that attracted hundreds to downtown Denver for refusing to move out of the street, police said.

In Chicago, about 500 people had set up camp at the entrance to Grant Park on Saturday evening after a protest earlier in the day involving about 2,000. Police said they gave protesters repeated warnings after the park closed at 11 p.m. and began making arrests when they refused to leave.

Officers also asked protesters to take down their tents before beginning to cut them down to clear the area, police said. Protesters were release Sunday and face court dates.

The decision to stay in the park "was very much a choice and calculated," said Randy Powell, a 27-year-old student at the School of the Art Institute of Chicago who was arrested. "I feel like I had to."

The tactic to occupy a city park has been used in other places with city officials often working to accommodate them. For example, protesters in Iowa reached a deal with Des Moines' mayor to move from the state Capitol to a city park, avoiding arrests. Plans to temporarily evict New York protesters from a park so the grounds could be power-washed were postponed at the request of political leaders Friday.

But Chicago protesters said they've come up short. Some organizers said conversations with city officials weren't encouraging, but they also have yet to apply for permits. A message left Sunday for Chicago Mayor Rahm Emanuel's office wasn't immediately returned.

And in Minneapolis, sheriff's deputies tore down makeshift tents at a county government plaza but made no arrests, Minnesota Public Radio reported. Though the protesters are allowed to stay on the plaza all night, tents are banned.

In New York, two dozen were arrested when demonstrators entered a Citibank branch and refused to leave, police said. They asked the branch to close until the protesters could be taken away.

Earlier, as many as 1,000 demonstrators also paraded to a Chase bank branch, banging drums, blowing horns and carrying signs decrying corporate greed. A few went inside the bank to close their accounts, but the group didn't stop other customers from getting inside or seek to blockade the business.

Lily Paulina of Brooklyn said she was taking her money out because she was upset that JPMorgan Chase was making billions of dollars, while its customers struggled with bank fees and home foreclosures.

"Chase bank is making tons of money off of everyone ... while people in the working class are fighting just to keep a living wage in their neighborhood," the 29-year-old United Auto Workers organizer said.

Police told the marchers to stay on the sidewalk, and the demonstration seemed fairly orderly as it wound through downtown streets.

The day culminated in an event in the city's Times Square, where thousands of demonstrators mixed with gawkers, Broadway showgoers, tourists and police to create a chaotic scene in the midst of Manhattan.

"Banks got bailed out, we got sold out!" protesters chanted from within police barricades. Police, some in riot gear and mounted on horses, tried to push them out of the square and onto the sidewalks in an attempt to funnel the crowds away.

Throughout the country ? from several dozen people in Jackson, Miss., to some 2,000 each in Pittsburgh and Chicago ? the protest gained momentum.

Nearly 1,500 gathered for a march past banks in downtown Orlando, Fla. Hundreds marched on a Key Bank branch in Anchorage and declared it should be foreclosed. In Arizona, reporters and protesters saw an estimated 40 people detained around midnight at a park in Phoenix.

In Colorado, about 1,000 people rallied in downtown Denver to support Occupy Wall Street and at least two dozen were arrested.

Rallies drew young and old, laborers and retirees. In Pittsburgh, marchers included parents with children in strollers. The peaceful crowd stretched for two or three blocks.

"I see our members losing jobs. People are angry," said Janet Hill, 49, who works for the United Steelworkers, which she said hosted a sign-making event before the march.

Retired teacher Albert Siemsen said at a demonstration in Milwaukee that he'd grown angry watching school funding get cut at the same time banks and corporations gained more influence in government. The 81-year-old wants to see tighter Wall Street regulation.

Around him, protesters held signs reading: "Keep your corporate hands off my government," and "Mr. Obama, Tear Down That Wall Street."

In Canada, demonstrators gathered in cities across the country, and overseas, tens of thousands nicknamed "the indignant" marched in cities across Europe, as the protests that began in New York linked up with long-running demonstrations against government cost-cutting and failed financial policies in Europe. Protesters also turned out in Australia and Asia.

NBA Lockout Effect On Business

Sports fans may feel slighted by the lockout currently occurring in the NBA, but businesses that base their income on the NBA and the teams are really feeling the heat, too.

?It can be devastating for a small business to lose its peak market, which for me is the first two to three weeks of the season,? says Le Anne Crounse, owner of a Fredericksburg, Texas, sports-apparel retailer. ?That?s when everyone is excited, every team is equal and any team could still get the trophy.?

NBA merchandise accounts for 12% to 15% of annual revenue at her company, BestSportsApparel.com. Nine months ago, she ordered $300,000 of NBA inventory. Normally, she would have already sold a third of it but has only managed to get some $20,000 out the door, she says.

?It?s as if you have a good paying job and then you lose it,? says Gary Fineske, a self-employed sports-massage therapist who has been a contractor to the Dallas Mavericks for the past 11 seasons.

At least 60% of his revenue during the season last year originated from the Mavericks. ?Now, since there?s no season, there?s a zero there,? he says.

Understanding Form 1099-DIV | Life Insurance Health

Form 1099-DIV is an IRS tax form that investment fund companies must use to report the income the investors earned from dividends (both ordinary and qualified) and capital gains distributions. Once the forms are filled out, copies of the forms are sent to the investors. They must then use that information to fill out their income tax forms. The forms will not be sent if the investors earn $10 or less per fund/distribution. In order to avoid trouble with the IRS, the investors must be able to read and understand their 1099-DIV forms, something this document aims to help with.

Ordinary Dividends

For tax purposes, this category includes profits earned from dividends from money market funds, short-term capital gains from mutual funds, reinvested dividends and section 404(k) dividends paid directly from the corporation. This includes ordinary dividends paid by foreign corporations. The investment fund companies add up all the numbers and print the total in Box 1a.

Qualified Dividends

Qualified dividends are any of the above dividends that qualify for up to a 15 percent capital gains rate. The totals are added up and printed in Box 1b. In addition to writing that total on their form 1040, the investors will need to fill out Schedule D (Qualified Dividends and Capital Gain Tax Worksheet) to calculate whether they must pay additional tax on qualified dividends.

Capital Gain Distributions

The capital gains distributions are the capital gains from investment portfolios? trading activities during each given tax year. These are long-term gains?the shorter-term gains are ordinary dividends. The investment fund companies tally each investor?s capital gains distribution and print it in Box 2a.

The portion of the gains generated through the sale of depreciated real estate (real estate that was sold at a price significantly lower than its original purchase price) is printed in Box 2b. This is known as the Unrecaptured Section 1250 Gain.

The investors will have to use the above information to fill out their 1040 forms, but depending on their circumstances, they may do it in one of two ways. If they earned only capital gains from capital gains distributions, and if they didn?t earn any Unrecaptured Section 1250 Gain, they can report their profits using the Qualified Dividends and Capital Gain Tax Worksheet, which is included in Form 1040 instructions. Otherwise, the investors will have to use Schedule D to calculate how much they will be taxed on their capital gain distributions.

Non-dividend Distributions

Non-dividend distributions are dividends that don?t represent earnings. Essentially, they are supposed to represent portions of the money that the investors invested in mutual funds. They are not listed on Form 1099-DIV unless their value exceeds the value of the mutual funds. If they are reported, the total value of the non-dividend distributions is printed in Box 3.

Taxes Withheld Information

Finally, 1099-DIV forms list the taxes withheld. These include federal and foreign taxes (if any) that the investment fund companies paid as part of their tax obligations. This information is listed in Boxes 4, 6 and 7. The investors can potentially get the refund for the federal tax withheld, but getting a refund from a foreign country is complicated and depends entirely on the laws of the country in question.

The Man With 450 Geeks Powering The Olympics ? And Tomorrow?s Startups?

IMG_5622In many respects the gargantuan project that is the tech behind the Olympics and 'tech bubble' startups don't have a lot in common. One is a massive systems integration exercise involving large corporate players like ATOS, ACER, BT, Samsung, Panazonic, Cisco and multiple others. The other is a wave of fast moving companies filled with sneaker-wearing CEOs who prefer bean bags and foozeball to the air-conditioned corporate offices of LOCOG (that's London Organising Committee of the Olympic Games, to you). But, speaking to Gerry Pennell, CIO of London 2012 and the man charged with delivering the technology around the Olympics, it looks like there is more to this than meets the eye that might pique the interest of the entrepreneur.

Taxes and the Sale of Inherited Property | Daily Rosetta - Personal ...

Taxes and the Sale of Inherited Property

Of course you know that you probably have to pay taxes when you inherit property from a will or as a gift. you will also have to pay taxes when you sell that property. There are key things to know about the sale of property from an inheritance and taxes, and it is best to know them before you decide to sell the property.

First of all, it does not matter what the decedent paid for the property, it will be taxed at today?s fair market value. so, if your grandfather paid $10,000 for a house and left it for you, you need to know its current value because that?s what you will be taxed on. Let?s say you have that house appraised at $100,000 ? that is what you will pay taxes on, not the appreciated value. the house appreciated $90,000 but you will be taxed on the full $100,000 because gifts are calculated only on your gain or loss, not your grandfather?s.

When you inherit a property, the taxes on that property remain the same. the property taxes and any costs associated with that property are not going to change because it was inherited rather than purchased. Your taxes on that property, however, will depend on the location of the property and things like whether it is a residential or commercial property. you will need to contact the municipality in which the property is located in order to determine real estate taxes, school taxes, etc.

After determining all of your cost factors, you can use them to decide if you want to sell the property you inherited. this is a matter for you to decide based upon how the sale of this property will affect your financial situation, including if it will raise your tax bracket and whether or not you can afford to hold the property until a more opportune time presents itself.

For this, you should seek the counsel of a tax professional and a real estate broker. a real estate broker can help you get a good idea of the property?s current market value and even recommend someone to do an appraisal in order to get a professional, official determination of its worth.

A tax expert will be able to use the information supplied by the real estate broker to calculate how such a sale would influence your tax situation and help you construct a tax strategy around the sale of the inherited property.
